The Cables Futures Toolkit is a practical resource for use by government, business and civil-society leaders across Australia and the Indo-Pacific to explore possible trajectories of the region’s digital infrastructure and inform proactive and strategic decisions today.
Ideal for policymakers, industry strategists, academics, or facilitators designing workshops for mixed-sector groups.
The scenarios are sophisticated conversation starters, designed to explore and challenge the role of governments, industry and civil society in the governance, maintenance and provision of digital connectivity by the undersea cable network.
Workshops built around the Cables Futures Toolkit are flexible, small-group sessions where participants explore one or more of three 2045 scenarios.
Follow four steps outlined in the Toolkit

- Introduce and immerse: watch the scenario video and read the description.
- Reflect: consider infrastructure, connectivity, and data-flow patterns.
- Analyse plausibility: discuss what is likely, unlikely, or what would need to happen for the scenario to unfold.
- Debrief and extract insights: identify potential policy interventions, partnerships, or risks. Smaller groups may work through all three scenarios, while larger workshops often assign one or two per table, sharing insights at the end.
